Each Interest Group meets to discuss and write a 3-page position
paper assessing the strengths and weaknesses of each proposal according
to the benefits and alignment with the Interest Group. These position
papers are due at 9:00 on Wednesday morning on Coursetools and will
be the basis of the public hearing on Wednesday morning.

Each of the eight Commissioner Groups meets with an outside expert
from the regional areas that the Commissioner Groups serve to better
understand the region's political considerations, changing demographics,
key players, etc.
Advocate Group Meetings

Advocate Groups meet with Detroit City Government reps (see Commissioner
Group Meetings above).

Each Commissioner Group writes a 3-page position paper on all of
the proposals, including an analysis of a preferred proposal. These
papers form the basis for discussion at the HCMA Meeting and are
due at 10:00 am Thursday on Coursetools.

Advocate Groups meet with the Interest Groups from the Detroit region
to debate the proposals and try to create a consensus around one
or more proposals for Detroit.

Meeting Format & Rules:
Each Commissioner group has 4 minutes to reveal their preferred
park and any other amenable options.
After initial speeches, anyone can talk by flipping up his/her
name card. Commissioners can pose a question or state a comment.
Comments and/or questions must be 3 minutes or less.
The Chairperson calls on Commissioners in the order that
they flip up their name cards and enforces the time restrictions.
The Chairperson may wish to appoint a Timekeeper to assist
him/her.

Voting Format and Rules:
Each Commissioner has up to 3 minutes to give brief remarks
and cast one vote for his/her preferred proposal.
The winning vote will receive a plurality (majority is not
necessary)
In the case of a tie, the Detroit Commissioner will cast
a tie-breaking vote.

Stakeholders decide how to vote on the one proposal approved by
the HCMA Commissioners.

Regional Referendums

Each stakeholder votes yes or no on the proposal passed by the HCMA.
The referendums are held by region.

Voting Format and Rules:
All stakeholders should sit together by region.
Each stakeholder will vote yes or no on the one proposal
previously selected by the Commissioners.
A majority of voters must be in favor of the proposal in
order for the referendum to pass in that region.
